Can a person go into a store or online, purchase a product, make changes to it and then sell it in their own store or online?

    You’ve just described all manufacturing. Substitute “materials” for “a product” if it makes more sense to you. Ever been in a Winnebago? It’s just a Ford or Chevy vehicle that’s been modified and resold. Winnebago doesn’t try to remove all of the Ford logos. Ford doesn’t try to stop them, rather, they are happy to sell them vans. The real issue is can you make any money using someone else’s finished product. If you are successful, I assume you will want to source the items directly, possibly even from the same source as Old Navy (or whoever).
